The criterion for providing services is rigorous and undesirable. The individual is passed from one, sometimes dedicated, clerical staff to another to complete registration forms for services. The indigent are expected to come back repeatedly for the next battery of processing and do the shuffle from one person to the next. The final result is services available for the indigent (i.e. health, food, temporary shelter, clothing and sometimes a palette to sleep on). The indigent are in constant survival mode. There is little respite and it is worse than "... survival of the fittest".
